The Global Partnership for Smart Informatics and Multi-Hazard Reduction (SIMR) is an international initiative transforming disaster risk reduction (DRR) through cutting-edge informatics and global collaboration. Launched in September 2023 by the UNESCO Chair in Informatics and Multi-Hazard Risk Reduction at Loughborough University, UK, and the State Key Laboratory of Geohazard Prevention and Geoenvironment Protection (SKLGP) at Chengdu University of Technology, China. Natural hazards displace millions and cause economic losses of hundreds of billions annually. Climate change and urbanisation are intensifying these risks, creating complex, cascading threats that challenge conventional DRR approaches.

While global frameworks like the Sendai Framework and UN Sustainable Development Goals (SDGs) emphasise resilience, critical gaps remain in understanding multi-hazard interactions and systemic risks – particularly as their recognition shifts in response to evolving geopolitical dynamics. Addressing these challenges demands new paradigms, advanced technologies, and transdisciplinary collaboration. The digital revolution– driven by high-performance computing, AI, big data, and digital twins – offers an unprecedented opportunity for DRR. These technologies enable real-time monitoring, predictive modelling, and proactive disaster management, strengthening global resilience.

Bylaws

This Bylaw will define the internal regulation for the management of The Global Partnership for Smart Informatics and Multi-Hazard Reduction (SIMR).


SIMR does not tolerate fraudulent or dishonest acts and is fully committed to zero tolerance towards fraud and any other financial mismanagement. Furthermore, the Centre is committed to preventing, detecting and responding to fraud at the organisational level and in the course of implementation of its programmes and projects. This applies to SIMR staff of all categories, implementation partners, suppliers and all other funding recipients.
